Taking the ducts out

My sibling and I bought a fixer upper new home in an affluent city. It is also a very popular neighborhood and everything done to a new home has to be approved. Along with that, you are supposed to hire work done by a real business. My sibling and I are hiding the fact that all of us are majorly increasing a historic condo and doing it 100% on our own, however the greatest thing to hide is that all of us want to remove the HVAC duct inside of the residence. The condo came with central A/C and HVAC duct. The A/C no longer works and the HVAC duct is rusted and worn apart. A HVAC duct sealing appointment could not even patch it up, but we desperately need a new air conditioner anyway. My sibling says that ductless HVAC is much better, but not only is it more affordable to use, but it can be used for HVAC zone control, so what many of us need to do now is remove the HVAC duct quietly without anyone seeing us. Ductwork removal is not a silent production. My siblings and I need to tear down the walls along with the ceiling. After that we need to reef more than seven inch metal ducts out of the condo without it caving in. Then I need to drive the HVAC duct in the back of my option up to the dump, what are the possibilities that no one hears or sees any of this? Both of us have been trying to slowly do the job in the middle of the night. It is horrendous and not going well. There is a very big reason professionals do the job all of us are doing.
